As my weekly routine as a long-term admin I discovered user rights had been changed by Wikia staff on December 16, 2017 for several users including our current bureaucrat The_GreatPerhaps. Bureaucrat status was stripped and exclusively given to Dv54321.
So, I went to Community Central and found an adoption request from December 13, 2017, which at that time already was marked as completed:

Going through the details and already having met Dv54321 before, I became more and more alert. Given info in the request by Dv54321 was either halfway true or simply wrong. Let's look at those one-by-one:
*Q: How many edits have you made on that wiki? A: 441
Probably true, but it's the quality of your edits that counts, not the amount. I'll cover this in a later section.
*Q: How many days/months have you been editing there? A: since 2016
Wrong. Looking at Dv54321's contributions first edit was on April 9, 2015.
Content: requesting admin status without having made a single edit before.
*Q: Special:ListAdmins when was the last time an admin edited, and who was it? A: Me, but the last time someone else had edited who is an admin was 2016.

Other users pointed out that adoption has nothing to do with ownership. Maybe Dv54321 simply used the wrong term, but to me this gives a good insight about his intentions.
Unofficial answers advised Dv54321 to
*edit actively: didn't happen; Dv54321 did seven edits on December 13:
one was changing the wiki-background (without community consent; former changes were discussed and votes took place.), one reverted edit, 3x adding redundant/wrong categories, created an redundant welcome message (probably in hope, welcome messages would then display his name) and created a template that does nothing and isn't used anywhere: mtg.wikia.com/wiki/Template:Blocked
On top of that he deleted the Wiki's favicon.
All following edits were made after completion of the adoption request.
*create an adoption request (flog or forum) for people to comment on for a week or more): didn't happen -- unless someone can show me where.
*message the other active administrator User:HolyCrap_WOTF about it: didn't happen.
The next comment on the request page is Wikia Staff granting Dv54321 bureaucrat rights on December 16, 2017. So, in essence the request was completed within three days. Only someone who would have looked at Community Central's adoption request page in that time frame would have noticed what was going on.
As I mentioned before I already had my encounters with Dv54321. Most interesting is the adoption request that was made before by The_GreatPerhaps in April, 2016:

Core points:
*being inactive
*openly threatening others with bans
*executing automated disruptive edits with ABW
*vandalism caused this way had to be fixed by other users
*bullying
*ignoring communication
Since DV54321 got granted bureaucrat status things got even worse: only two days after his promotion he marked my profile page as candidate for deletion stating I'm an "Unneeded user" which can be found here: mtg.wikia.com/index.php?title=User:HolyCrap_WOTF&diff=70717&oldid=42848
One day later same thing happened again: mtg.wikia.com/wiki/User:HolyCrap_WOTF?diff=next&oldid=70718
This time without giving any reason.
I'm not quite sure how this is handled on other communties, but editing other users' profile page (unless it clearly goes against Wikia's ToU) is an absolute no-go for me. Therefore I'm considering this as harassment and an attempt to kick me out off the wiki.
On the very same day, December 19, 2017 he posted on my wall:
mtg.wikia.com/wiki/Thread:27861 asking for help to set up new pages because "it's a lot of work".
@Dv54321: Please, explain this one to me. You're adopting the wiki behind my back, try to remove my profile page twice because I'm "unneeded" and then expect me to add new content and help you fix stuff you messed up in the first place? I seriously don't understand what exactly you assumed my reply would be.
I even can't give you an answer, since you removed the message just two hours later because -- in your own words: "i want this removed".
Looking at RecentChanges right now I find very few valid edits apart from duplicates, stubs, broken pages, templates that don't serve a purpose, dubious deletions and (untagged) uploads. On other wikis this would be considered repeated spam and vandalism.
To come to an conclusion, I heavily disagree with the decision granting Dv54321 bureaucrat status. In my opinon bureaucrat rights are not necessary for the "edits" Dv54321 is doing and he is by no means qualified to fill such role -- as he has shown in the past at several occasions. Giving someone the tools to freely harass other users, abuse given power and locking out admins leads to an unhealthy atmosphere of fear. I'm almost expecting this post to be removed as soon as Dv54321 has found it and will probably be blocked or banned.
I'm currently in contact with Wikia Staff to see how the matter can be treated. (Will of course post updates here as soon as they happen.)
One part is of course taking the community's opinion into account. So, please, share your thoughts! I'm looking forward to your replies.
